Geoffrey A. Duboulay Managing Director

Geoffrey is the Managing Director of Polaris Citizenship & Investment Consultancy Services Limited. He is a Senior Partner at Floissac, Du Boulay & Thomas and has been a lawyer for over twenty years. Geoffrey possesses a Master of Laws (LL.M) in Commercial and Corporate Law and has been admitted to the Bars of England & Wales and Saint Lucia.

Geoffrey is ranked in Chambers and Partners 2020 Global Guide where he was described in the 2020 Guide as a, “very powerful advocate” with “great people skills,” who “cuts to the chase” while still being “a very listening individual.” He also receives praise for his strong business sense in both litigious and transactional matters.

A dynamic mentor and leader, with a sustained drive for excellence and innovation, Geoffrey drives and oversees Polaris’ operations management systems. He is also a member of the Investment Migration Council (IMC).

Brenda Floissac Fleming Director

Brenda is the Managing Director of Polaris Citizenship & Investment Consultancy Services. She is a United Kingdom trained and qualified attorney-at-law and has been involved in legal practice since 1985.

Brenda specializes in the areas of Corporate/Commercial and Property Law and is the Senior Partner and Head of Chambers of Floissac, Duboulay & Thomas. She is ranked as a Band 1 Lawyer with Global Ranking Chambers and Partners for General Business Law in St. Lucia. Brenda sits on the Board of Directors of 1st National Bank (the largest local indigenous bank) having been re-elected since 1993 and is also St Lucia’s honorary counsel for Chile.

Diana M. Thomas Director

Diana is a Director of Polaris Citizenship & Investment Consultancy Services Limited. She is a senior partner at Floissac, Du Boulay & Thomas and has been a lawyer for nineteen years. She has a depth of knowledge and vast experience in many areas of practice. Diana is ranked in Chambers and Partners 2020 Global Guide where she is described as an “extremely experienced and well-regarded litigator” with an “extensive knowledge of the civil code.” She is noted in particular for her work with financial institutions and banks, and sources consider her a “brilliant lawyer” who they are “very impressed” with.

She has developed and maintained legal relationships with large corporations in Saint Lucia across several industries including utility providers, hotels, car dealerships, banks, insurance companies, quasi government bodies, and of course the so important individual citizen.

Diana maintains a pro-bono practice and is a registered provider with the Saint Lucia Legal Aid Authority. She also recently served as Acting Master of the Eastern Caribbean Supreme Court. Diana has been admitted to the Bars of Saint Lucia, St. Kitts & Nevis, Anguilla and Grenada.

Sardia Cenac-Prospere Director

Sardia is a Director of Polaris Citizenship & Investment Consultancy Services Limited. She is a partner at Floissac, Du Boulay & Thomas and provides management oversight and support in relation to the firm’s contentious work.

Sardia has over 14 years’ experience in civil practice in Saint Lucia and regularly advises on banking and commercial matters, employment law, and has experience in property law and conveyancing. She has worked with other team members on several mergers and acquisitions and on complex cross-border financing transactions. She routinely advises clients on real estate condominium law and insolvency matters. 

Prior to commencing practice as an attorney, Sardia was employed on an international and environmental law project at the Commonwealth Secretariat in London. She was thereafter engaged as a Judicial Research Assistant at the Eastern Caribbean Supreme Court in Saint Lucia and enjoyed a stint as Acting Executive Legal Assistant to the Chief Justice.

She maintains an interest in environmental matters and routinely volunteers her time to support the work of environment agencies in Saint Lucia. Sardia has been admitted to the Bars of England & Wales and Saint Lucia, possesses a Master of Laws (LL.M) and is the present Chairperson of the Publications Committee of the Bar Association of Saint Lucia.

Michael A. Duboulay Director

Michael is a Director of Polaris Citizenship & Investment Consultancy Services Limited. He is also a Partner of the firm Floissac, Du Boulay & Thomas and manages the day-to-day operations of its Property and Corporate Departments.

Over his 12-year career in legal practice in Saint Lucia, Michael has distinguished himself as an astute and business-minded commercial, corporate and property practitioner. He prides himself on being methodical, meticulous and having a keen eye for detail.

Michael has acted on behalf of major international financial institutions and other clients in relation to cross-border financing transactions and advisory matters, and mergers and acquisitions relating to, among other things, hotels and real estate developments.

Michael possesses a Bachelor’s Degree in Management & Organisational Studies and has been admitted to the Bars of England & Wales and Saint Lucia.

Keith Isaac Chief Operating Officer

Keith is the Chief Operations Officer of Polaris Citizenship & Investment Consultancy Services. He is a United Kingdom trained and qualified attorney-at-law and an associate at Floissac, Du Boulay & Thomas. Keith possesses considerable experience and acumen in the field of Investment Migration; having personally assisted clients from over thirty countries obtain citizenship via St. Lucia’s Citizenship by Investment Programme. He has contributed to several publications including Newsweek and the Investment Migration Yearbook, and holds a Certification in Investment Migration from the Investment Migration Council.

As an associate at Floissac, Du Boulay & Thomas, Keith serves in the Property and Corporate Departments and has a strong interest in the commercial, company and real estate facets of legal practice. He is the corporate secretary for one of Saint Lucia’s largest group of companies and is a candidate member of the Chartered Governance Institute of Canada. 

The ethos of Keith’s practice is the satisfaction of clientele, maximization of efficiency, adherence to ethical principles and sustainment of excellence in all matters.

He is a member of the Investment Migration Council, a five-time National Youth Parliamentarian, former Saint Lucia Junior Minister for Tourism and has represented Saint Lucia as a public speaker and debater.
